PRIMARY PURPOSE OF POSITION

A qualified attorney, with experience in regulatory analysis for project planning, design, and pre-construction support, as well as acquisition of real property rights, construction and land use regulatory experience.


PRIMARY DUTIES AND ACCOUNTABILITIES

·        Provides representation and counsel, both internal and external, regarding complex commercial legal assignments related to regulated electric projects to assist project teams, review and analyze legal and regulatory needs for projects, attend project team calls, provide direction for legal issues encountered during planning, pre-design, design, acquisition construction and post construction phases, represent the Company at public meetings, if necessary, assist with company required permits, as necessary, and provide internal and external project compliance, counseling, advice, and support and other regulatory matters utilizing business strategy for positive project completion.  Has strong comprehension of the electric utility business and/or construction of large public projects.  Manages annual and quarterly internal and external reporting obligations. Under minimal supervision, plans, conducts and supervises complex legal assignments, requiring an ability to evaluate matters that may have a major bearing on the Company’s business as it relates to the use of its facilities and real estate interests; evaluates legal and business risks and liability of strategic initiatives and advises clients accordingly.  Review and draft legal documents and work closely and cooperatively with necessary internal legal and other business departments to ensure timely and compliant project completion. Advise internal clients during all phases of project completion. Interprets and applies internal policies consistent with the law.

 

·        Prepares budgets and oversight of outside counsel management

 

·        Provides project leadership direction to other department attorneys and support staff 

 

·        Projects / duties as assigned.


JOB SCOPE

·        Supports more senior attorneys in the ongoing management of relationships and matters on behalf of ComEd, including with internal clients, outside counsel, external stakeholders and municipal, town, county, and some state regulators.

·        Demonstrates superior legal judgment in the business context.

·        Demonstrates innovation; generates new ideas and devises original and successful solutions, programs or actions.

 

Qualifications

MINIMUM QUALIFICATIONS

An LLB or JD from an accredited law school and be licensed to practice law in the relevant jurisdictions. At least 7 to 10 years of relevant professional experience.  Experience in real estate closings and other project-based matters.  Possesses and applies a comprehensive knowledge of principles, practices and procedures of zoning, permitting and land use law in Illinois. Requires excellent legal research, analytical abilities and on ongoing knowledge of federal or state law. Must have the ability to communicate clearly – both orally and in writing, formally and informally; to read and analyze legal and legislative materials and other data; to work in stressful conditions under time deadlines. Experience in direct counsel to business clients.


PREFERRED QUALIFICATIONS

·        Experience with a regulated company or industry.

·        Knowledge of Illinois public utilities act and how it applies to utilities.

·        Possesses and applies a comprehensive knowledge of principles, practices, and procedures relevant to the operation and success of a utility regulatory practice.

·        Experience with tariffs, riders and/or utility franchise agreements.
