PRIMARY PURPOSE OF POSITION

We’re looking for an attorney, preferably with regulatory experience, to provide compliance and counseling advice and support to the ComEd business on a wide variety of matters.  Experience in the energy, utility, or telecom industry, and in Illinois is preferred.

 

PRIMARY DUTIES AND ACCOUNTABILITIES

  • Provides counsel concerning advisory, compliance, and other regulatory matters not involving contested litigation on a variety of topics including but not limited to property acquisition, negotiations and agreements with customers, commercial contracts, subpoenas, renewable energy generation connection and siting, affiliate contracts, financings, marketing and communications materials, franchise agreements, inter-utility and affiliate relationships, tariff drafting and interpretation, and ethics matters.
  • Acts as a state legislative specialist, providing advice on pending legislation and assisting in the development of policy positions on behalf of the Company. 
  • Supervising a team of attorneys and serving as liaison to senior leadership, including providing support for the General Counsel and senior attorneys in the ongoing management of relationships and matters on behalf of ComEd, including with internal clients, outside counsel, external stakeholders and state regulators 
  • Provides direction and/or project leadership direction to less experienced attorneys and support staff across the ComEd legal department.
  • Prepares and manages budgets for all matters involving outside counsel and manage outside counsel engagement
  • Projects / duties as assigned

 

JOB SCOPE

  • Demonstrates a strong comprehension of the electric utility business and the regulatory environment, including:
    • Under minimal supervision, plans, conducts and supervises complex legal assignments, demonstrating an ability to evaluate matters that may have a major bearing on the Company’s business; evaluating legal and business risks and regulatory viability of strategic initiatives, and advising clients accordingly;
    • Interprets and applies internal policies consistent with the law; and
    • Manages annual and quarterly internal and external reporting obligations.
  • Demonstrates superior legal judgment in the business context.
  • Generates new ideas and devises original and successful solutions, programs, and actions.

Qualifications

MINIMUM QUALIFICATIONS

  •  An LLB or JD from an accredited law school and licensed to practice law in IL or comparable jurisdiction.
  •  At least 10 years of relevant professional experience.
  •  Possesses and applies:
    • A comprehensive knowledge of principles, practices and procedures relevant to the operation and success of a utility regulatory practice;
    • Proven success with contractual negotiations;
    • Excellent legal research skills, analytical abilities and an ongoing knowledge of federal or state law; and
    • Strong communication skills, both orally and in writing; to read and analyze legal materials and other data;
  • Can work in stressful conditions under time deadlines.

 

PREFERRED QUALIFICATIONS

Experience with legislative analysis on behalf of a regulated company or industry.

  • Knowledge of real estate, siting, and/or environmental laws and regulations relevant to an Illinois utility.
  • Experience with contractual drafting (NDAs, MOUs).
  • Experience providing direct counsel to clients.
