PRIMARY PURPOSE OF POSITION

Responsible to develop and manage to an annual and quarterly work plan (approved budget).   Ensure that the work and resources are aligned to drive business units back to the approved budget through the quarterly plan process. The Principal Work Plan Coordinator will work with and provide the oversight for Finance, Budget Owners, Category Owners, ITN Owners, Project Managers, Work Management, and the Line Organization.  The primary objective is to ensure the labor strategy and work inputs are clearly identified to maintain the work plan on an ongoing basis. Distribution Work Strategy (DWS) will deliver a fully developed and integrated schedule at T12 to the Regional Work Control Manager to execute work that is aligned to the budget. The Principal Work Plan Coordinator will work closely with the Regional Work Control Manager to ensure clear, effective communications and a smooth hand off of the schedule to the Work Control Coordinators and Line Organization.


PRIMARY DUTIES AND ACCOUNTABILITIES

  • Provide a levelized 12-month work plan to be used to orchestrate a geographically dispersed work force of between 500 to over 2,000 employees and contractors. Determine baseline manpower and project funding resource requirements and recommend resource decisions balancing both operational requirements with financial implications. Manage the work plan to ensure the balance of budget approved work and resources.  
  • Accountable to work with Regional Work Control to ensure a smooth transition of the work plan into regional schedules through submission of a quarterly plan. Influence decisions by providing recommendations based on detailed information to ensure the execution of the work schedules are aligned with the 12-month work plan and financial targets.            
  • Act as single point of contact for work Category Owners to facilitate getting approved work into the 12-month work plan and represent those interests through work execution.  Work with Category Owners to define the specific scope of work to be executed to the LRP targets quarterly.
  • Ensure work plan inputs are clearly defined and any changes as a result of the Project Review.  Committee and Asset Investment Committee process are reflected in the work plan.
  • Accountable to monitor and manage work plan performance measures such as actual vs budget to facilitate the identification of gaps and develop recovery plans to ensure re-forecasted work plan aligns with financial and reliability targets.       
  • Define and implement a clear labor resource strategy recommending effective outsourcing to fully utilize internal and contracted resources while optimizing costs.                                                                                                 


JOB SCOPE

  • Job requires in depth knowledge of energy delivery and the changing business environment of electric power distribution and factors that affect strategic decisions. Must research and integrate large amounts of data to support tactical and strategic decisions.
  • Accountable for the successful execution of all the work within ComEd/PECO electric operations. Decisions made will have a direct impact on total annual budget spends of approximately $1.3B at ComEd / $400M - $500M at PECO.
  • This position strongly influences key stakeholders across the Maintenance, Operating, and Engineering departments to ensure the 12 month work plan has all the required inputs. Failure to do so will impact process efficiency and may ultimately impact financial and operational performance. Routinely interacts with key stakeholders such as SVP, VP, Directors and Key Managers.
  • At ComEd, this position ensures all key performance indicators can be attained for budget vs. actuals as related to the created work plan.
  • Develop resource strategies for baseline manpower and project funded resource requirements and recommend decisions balancing both operational requirements and financial implications.
  • All actions have direct impact on electric operations reliability, financial, customer satisfaction goals and public, political and regulatory opinion of the company
  • Be a 'Change Agent' and facilitate out of the box thinking.

Qualifications

MINIMUM QUALIFICATIONS
  • Bachelor's degree in engineering, technical field, or business with 8-10 years experience in Work Management / Project Management / Engineering, or in lieu of bachelor's degree, 12 or more years experience in Work Management / Project Management / Engineering
  • Demonstrated strong knowledge of the work control process including Asset Suite and Project View.
  • Demonstrated project management skills.
  • Demonstrated ability to manipulate and analyze data.
  • Demonstrated good communication skills and ability to lead teams and groups.
  • Demonstrated ability to work independently with minimal direction.

PREFERRED QUALIFICATIONS
  • Masters or relevant advanced degree.
  • Demonstrated knowledge of budget and reporting computer systems (i.e.WPT, & Hyperion).
